Need help installing PHP OCI8 Drivers

I've tried 2 methods:

1. downloading 11.2 instantclient sqlplus, devel, and basic, rpm's install fine, pear installs fine.

I receive this error when pear installs oci8

Can't find PHP headers in /usr/include/php
The php-devel package is required for use of this command.
ERROR: `phpize' failed

1. sudo yum install php73-php-oci8 - completes I added extension=oci8.so

I got this working on my local windows, but obviously that's not where I want my app...
