Laravel vs Dingo API ?

I used both of them little bit, but It seems like very hard choice for me to stick with one to build my next API, so I have few questions before decide:

1- Is Laravel enough for building scalable API or there is a need for Dingo ?

2- What Dingo Offer that Laravel can not?

3- Or maybe What Laravel offer that Dingo can not?

4- Who is the winner in term of performance?

@halim Dingo API is a package FOR Laravel or Lumen.

So... they perform and scale the same because... Laravel or Lumen.
