Forge cost questiin

In sure this had been asked a million times, so sorry... but I couldn't find the answer. Is the cost of Forge on top of the cost for the cloud server? So... forge=~$11/m + DO ~$10/m = $21/m out of pocket?? Or does the forge cost all inclusive? Tia
