Look at Heroku. They have a free tier that might suit you.

Linode, DigitalOcean, AWS, lots of cloud hosts out there that offer a server good enough to run a Laravel site for about $5/month.

Google "Laravel shared hosting". There are many blog posts that tell you step-by-step how to do it. Some are a couple of years old, but still should contain relevant information.

The amount of traffic a server can handle is highly dependent on your project's code, so I can't really answer that question with any certainty. If you start small, some providers allow you to upscale your VM. If you set up a deployment process it would also be easy to just deploy to a larger server if you outgrow the low end.
