Not sure what your question is... But it seems the answer might be: just don't use billing if you don't want it. If you do not setup any paid plans it should not be visible to anyone besides the developer.

Spark without billing
I have been playing around with spark for a few days and was wondering wether you could easily takeout the billing part. All the user/team/api features make it an excellent boilerplate for a project we are working on. So instead of --team-billing as command flag a --no-billing ;)

Just leave a free plan on, disable all the others and you are done.
