I live in Russia and have the same issue. There is an Omnipay-PayPal package that is supposed to be working with laravel 5. But i haven't tasted it yet.

You don't really need to find a "Laravel library" as adding support for pretty much any library compatible with composer's autoloader is generally just a matter of adding a service provider and possibly a config file and facade class.

A quick google looks like recurly supports billing in Israel with cybersource or wirecard gateways.

You can also use PayPal's api directly.
