Cannot find module rcPath.js

hi, when i start the vue ui i get this error

Error: Cannot find module '@vue/cli/lib/util/rcPath'

i have triad to rebuild npm/vue but nothing work also I could see the rcPath file exist in the same directory

npm -v 6.14.4

node -v v12.16.2

vue -V @vue/cli 4.3.1

any help in what could be the problem?
