Add a phpdbg support for L9 test coverage

Hi,

Do you know in what package is the --coverage parameter of the artisan test command handled?

I'd like to add a Phpdbg support for that feature. XDebug and PCov have known side-effects with Blackfire.

Cannot locate it yet.
