Restrict Jetstream team size depending on Spark Subscription

If the owner of the team pays for a subscription that says it only has 3 seats on it, pays everything up front on a monthly basis then how could I restrict the owner or anyone adding more than 3 people to that team including the owner?

Does anyone have any suggestions on how I would/should approach this?
