Max Teams, Unlimited Team Members

Desired scenario for a Spark plan:

• We want to bill per User
• Each User should be allowed to own 5 teams
• Each Team should be allowed to have unlimited team members
• Team members should not need to sign up to a plan to use the system

Is this possible?
