Customise Throttle API Limit based upon subscription

Hello, Would anyone be able to assist me.

I'm looking at trying to implement different throttle rates (with passport implemented) based upon subscription type. What would you say is the easiest way to approach with this, I've had a play around and It doesn't seem easy.

Has anyone else achieved this already?
