Why does laravel logs / monolog run as root?

I normally use Forge so this is never an issue. However on a different hosting provider, a debian linux build with nginx, our log files are trying to be written as root:root instead of www-data, the default web app user. This is causing permission errors in the logs. I have them set to daily. Anyone have any experience with this? How is forge set up to handle this with the forge user?
