I guess you misunderstood their pricing page: https://pusher.com/pricing
The free tier allows to "100 Max Connections", in other words, you can have at most a hundred simultaneous clients.
If you have 2, 10, 20, ..., 99, 100 it is still free. For more than 100 connections you'll need a paid plan.
