HTTP FAILED: java.net.SocketTimeoutException: connect timed out

hey guys, I am working on project and i am using laravel 5.4, and restfull API, I am facing a problem. that we when i update anything in the database the the android client get this error : HTTP FAILED: java.net.SocketTimeoutException: connect timed out and the app worked again after 1 minute.. any idea ???
