How to create a banner based on session like a cookiebar

I want to make an announcementbar on top of every page when a visitor visit my site for the first time. You can click the bar away and then it's stays away unless you empty your cookies again or when the browser is closed.

I read the session documentation, but i cant figure out how to implement this.
