Can still scroll down/upward when the scroll sidebar is full

So i have problem where i can still scroll down/upward when the scroll sidebar is full. This problem made my sidebar who originally cover all of the screen, not cover it all the way to the bottom/up anymore.

Is there anyway to fix this?
