Suggestions for finding Laravel developer for Saas guidance

I have been working on a saas project for the past year with a few different programmers. I mainly worked on the front end design and handed off my work to the developers to complete. My current developer told me he doesn't have any experience developing the multitenance aspect of the application but understands how it should work. We are getting very close to changing the application from single use to a saas application. I have tried looking for someone that could help me with this on upwork but the applications that come through are usually not a good fit or have lack of experience with either laravel or saas in general. I would attempt a job posting on Larajobs but I don't have that kind of cash to post for a job offer as I am funding the project on my own. Any help with some suggestions or ideas that I may have missed would be great!
