You can use shared too. I have set up a few sites on MediaTemple Grid servers ( shared hosting ) . Initial setup is a bit of a pain but easy enough once you know how. Nor sure if its the same with other providers.

Why use it on a shared hosting when a vps cost ~ 5$ a month ?
where does it cost 5$ a month? arvixe and many other is $20-$40...and if you add envoyer then it's another 10...

DigitalOcean VPS starts from $5. And you can use it without Forge or Envoyer. They are just tools to help you.
You may setup an DigitalOcean VPS using Forge, then cancel forge and manage yourself.
What @bashy said, I use DigitalOcean for my apps, though I use 1GB servers due to the RAM and not wanting to setup a swap file.

@bashy DO provides Frankfurt & Amsterdam for the EU users.
If you want a free "VPS" you could also use AWS EC2 with the micro instance. ( free 4 one year )
Linode would also be an option.
