Popover action

Hi. If you have filters in a table, these filters open in dropdown/popover window with a form with different components like select, checkbox, toggle. This popover looks like a modal but opens right next the Filter button and without dark background behind it. Is it possible to have the same effect for custom table toolbaraction? If I add modal() to my Action, the standard modal pops up and i didn't manage how to set it to popover-mode. I don't need ActionGroup as it lists different actions. I have only one Action and I need a popover form after clicking an Action button.
