webpack notifications from phpstorm no longer work after windows update

I am not sure what is the problem. snore toast for laravel was working intermittently and now it does not work at all. when I run npm run dev I used to get a notification and now after a windows update it does not work.

now I have 2 snore toast in my windows notifications center? please help.
