It is very much still an actively developed thing, but as you've discovered, it's not mentioned in the 10x docs. That might change soon, although Laravel 11.x is right around the corner, but you can find it (too casually) mentioned in the 9.x docs linked below.

The current most recent version of the installer (5.x => https://github.com/laravel/installer) will walk you through a bunch of options (scaffolding, stack choices, testing, dark mode, etc.) the way that it did for Luke in the lesson video.

For anyone running Windows and NOT wanting to use docker, herd, etc., use composer to "require" the laravel installer globally on your system.

composer global require laravel/installer

You should then be able to run laravel new project-name and follow the prompts to set up future projects. Just make sure your cli is already in the directory you have set up to hold all of your projects. ;)
