I solved this by changing all servers to UTC and then capturing the timezone offset.

        $when = Carbon::now();
        $offset = date_offset_get(new \DateTime('America/Los_Angeles'))/3600;
        $addseconds = (($tracker->hour - $offset) * 3600) - $when->secondsSinceMidnight();

Started a new Conversation Trouble Timing Mail To Deliver At The Correct Time

I have a mailable class that gets run a 2am (America/Los_Angeles). But I'm trying to time the mail to be delivered at 8am (America/Los_Angeles). Here is the code I am using to create the delay.

        $committee = Committee::find($tracker->committee_id);
        $when = Carbon::now();
        $addseconds = ($tracker->hour * 3600) - $when->secondsSinceMidnight();
        $additional_emails = $user->emails()->get()->pluck('email')->toArray();
        $bcc_emails = $tracker->emails()->get()->pluck('email')->toArray();

        Mail::to($user->email)
                ->cc($additional_emails)
                ->bcc($bcc_emails)
                ->later(
                    $when->addSeconds($addseconds),
                    new CommitteeTracker($committee, $transactions, $timeframe, $start, $end)
          );

$tracker->hour is a user selected hour and in this case it is 8.

All servers and php have been set to the America/Los_Angeles timezone.

The queue is a redis server.

All mail is currently being delivered at 2am which is the time the job is run to schedule the mail.
