Linking to CSS and JS Laravel 5.1

I have several JS and CSS files that I want to link in my blade file. They are currently located in the public folder, with a subfolder js and css.

{!! Html::style('css/bootstrap.min.js') !!}

This is the syntax that I am using to attempt to link them up. However, it seems none of the files are being loaded according to chrome console.

Any ideas?

EDIT:

I found that this makes it work correctly: /** <href="{{ URL::asset('css/masterCss.css') }}"> **/ Can someone explain why this is necessary/what changed, though?
