NPM install failed on laravel

I know windows is not the best platform to make things work, and I am having issue with it, but this is what I have now. I am not able to make work NPM install on a fully new installiation on laravel (olders are not working either)

For me it seems this ip is not really a cooperative one: 185.31.17.162:443 Any help would be awsome

istalling npm can be a PITA.
sometimes it helps to try it two, three times and sudenly it'll work. But that's no real solution.
