/css/app.css is accessible but browsers not loading it

Hi - Setting up a new laravel environment in homestead for the first time. For some reason, even though browsers return the output shown below, the /css/app.css file itself is not loaded by the browser and the css declarations do not take effect.

I can manually go to that location via the browser and see the contents of the file - so I don't think it is path related. When I do that, the http response indicates a text/css mime type. I can also confirm the file exists in the project under public/css/app.css. The file contains bootstrap and was generated by gulp.

What am I missing here? Something up with the Homestead VM?
